Paper plugin: put it into plugins/ of a Paper 26.2 server. Players get the resource pack automatically; give items with /nccontent give <player> <id>.
Fabric mod: needs Fabric Loader 0.19.5+ and Fabric API for 26.2, on the server and every client (real items and blocks, in their own creative tab; textures are inside the mod).
Resource pack: only needed if you host the pack yourself; the plugin already points at ours.
